Splitting of Regional is a strategic step taken by the government to improve the quality of implementing governmental tasks in the context of public services, empowerment and development. Regional splitting which is supposed to be a solution in improving the quality of public services and accelerating the pace of development of public infrastructure does not always go well. Various kinds of problems arose in almost every newly created area, both for the main area and for the newly created area. Kerinci Regency and Sungai Penuh City are one of the newly created regions in Indonesia which found the problems as well. This type of research is qualitative using observation and library research methods. The results of the analysis in this article are that the management of public infrastructure after the splitting of the Kerinci district which is hampered has an impact on the process of public services for the society. State administrative law regulates government actions and regulates the relationship between the government and citizens or the relationship between organs of government. This research shows that infrastructure development is hampered either by poor governance management or by prolonged conflicts of interest between elites in the regions, causing some important infrastructure to be unavailable to the community.
