Poverty is still a major problem in Indonesia and continues to be a concern for the government. Poverty is something that is often encountered because it involves various aspects, such as the fulfillment of the right to food, health, education, and employment. The problem in this study is the commitment that has not been fulfilled by the community and the mindset of people who are not independent or still dependent on income assistance from PKH. This study aims to describe and analyze government policies related to the effectiveness of the Family Hope Program and assess the effectiveness of the program in overcoming poverty in Balai Sepuak District. This research uses a qualitative method with a descriptive approach. The focus of the research is to understand, describe, and analyze poverty issues. The results showed that the Family Hope Program in Balai Sepuak Sub-district was not effective based on Sugiyana's effectiveness theory with 5 indicators, namely, Program Understanding, On Target, On Time, Goal Achievement, and Real Change. There are four factors that hinder the effectiveness of the Family Hope Program: 1) the lack of funds to provide supporting facilities and infrastructure for PKH implementers, 2) the limited number of PKH assistants, 3) the absence of mechanisms or rules that require reporting on the use of aid funds by PKH participants, and 4) the decline in PKH participants' compliance in fulfilling obligations in accordance with program rules
