Strategi Kepemimpinan dalam Realisasi Anggaran Kantor Imigrasi Kelas I TPI Yogyakarta di Masa Covid-19

The Covid-19 pandemic affects all aspects of human life, including the government sector. Restrictions on human contact change the pattern of services carried out at the Yogyakarta Class I TPI Immigration Office. This certainly has an impact on the realization of the existing budget. To anticipate the decline in budget realization, the right leadership strategy is needed. Therefore, the purpose of this study is to examine leadership strategies that apply 5 (five) leadership indicators (analytical ability, communication skills, courage, listening ability, and assertiveness) with the budget realization of the Yogyakarta Class I TPI Immigration Office during the Covid-19 pandemic. The method used in this research is descriptive qualitative method by conducting observations and interviews. Data analysis using the effectiveness measurement method with a sample of budget realization data before and during the Covid-19 pandemic, namely 2019-2021. The results of this study indicate that strategic policies that apply leadership indicators can improve the performance of an organization, which in this case is related to budget realization. With leaders who are capable of making decisions and are good at solving problems, the available budget can be maximally utilized and organizational goals can be achieved. This is evidenced by the increase in the percentage of budget absorption of the Yogyakarta Class I TPI Immigration Office by approximately 7% of the real budget.
