Health workers often face high risks when providing health services, especially as legal protection governing health workers is still inadequate. This research aims to determine and describe the implementation of Regulation of the Minister of Health of the Republic of Indonesia Number 71 of 2013 Part Seven Concerning Ambulance Services and to determine the factors that support and hinder ambulance services at the Ibnu Sina Islamic Hospital Bukittinggi. This research uses a qualitative research method with a case study approach. Data was collected through interviews with hospital officials, observations, and analysis of documents related to Minister of Health Regulations. The research results show that the Ibnu Sina Islamic Hospital Bukittinggi has complied with Minister of Health Regulation Number 71 of 2013 concerning Ambulance Services. This compliance includes regulations on ambulance services which are used as a tool to refer patients with certain conditions and efforts to maintain patient stability for the benefit of patients such as maintaining and improving medical equipment as well as maintaining and improving the quality of medical personnel such as nurses or doctors on duty in ambulances. Then, supporting factors such as well-maintained and scheduled equipment maintenance and the availability of medical equipment and medicines on ambulances as well as frequent innovations in ambulance services. The inhibiting factors are the incomplete equipment and medicines because they are still in the completion stage and coordination between health facilities is still poor.Metrics
