<p>Sambas Regency is an area in Indonesia that has considerable human resource potential. However, this region often faces difficulties in providing sufficient employment opportunities for its people. To overcome this problem, the local government and various related parties rely on the Job Training Center (BLK) as an institution that plays a role in providing training and skills development to residents. This study aims to evaluate the effectiveness of the role of the Technical Implementation Unit of the Job Training Center. Sambas Regency in improving the quality of human resources in the region. Sambas Regency has significant human resource potential, but faces challenges in providing adequate employment opportunities for its people. The BLK plays an important role in providing technical and soft skills training that is in line with the needs of the local job market, especially given the growing population and increasing number of job seekers. Qualitative methods were used to collect data through observation, interviews, and documentation. The results of the study show that the training program at the Sambas Regency BLK is quite effective in improving the competence of participants. However, there are obstacles such as the incompatibility of training materials with industry needs, limited facilities, and suboptimal labor market information. To overcome this, it is necessary to conduct a continuous analysis of labor market needs, improve instructor competence, provide adequate infrastructure, and strengthen program monitoring and evaluation.</p>Ella Rahmadani

<p>The acceleration of Indonesia’s bureaucratic digitalization through the <em>Electronic-Based Government System</em> (SPBE) and <em>Online Single Submission Risk-Based Approach</em> (OSS-RBA) has advanced public service efficiency but remains inconsistent with the core principles of administrative law—legality, accountability, and legal certainty. This study aims to examine how these principles are applied within digital governance, identify normative and juridical challenges, and propose an ideal integration model of administrative law in the digital era. Using a qualitative method with a normative juridical approach, the research employed literature studies and regulatory analysis focusing on Law No. 30 of 2014 on Government Administration, Presidential Regulation No. 95 of 2018 on SPBE, and Law No. 27 of 2022 on Personal Data Protection, supported by empirical data from BKPM (2023), BPKP (2024), and Administrative Court Decision No. 34/G/2022/PTUN.JKT. The findings reveal that 41% of government institutions lack SOPs defining legal responsibility for digital decisions, while 17.3% of OSS-RBA licensing applications failed due to data synchronization errors across agencies, creating gaps in administrative legality and accountability. The study recommends establishing a Government Regulation on Digital Administrative Governance and a Digital Ombudsman Unit (DOU) as an oversight mechanism to ensure <em>algorithmic accountability</em> and protect citizens’ administrative rights. <p>The problem of fragmented population administration and marriage registration services often forces the public to face convoluted bureaucracy and data redundancy. This study aims to analyze the implementation of the LANTERA (Integrated Marriage Administration Service) innovation at the Pasaman Barat Disdukcapil through the lens of Collaborative Governance theory. The research employs a qualitative method with an instrumental single case study approach. Data were collected through in-depth interviews with purposively selected key informants, observations, and documentation, then analyzed using the Miles and Huberman interactive model. The results indicate that LANTERA successfully created service time efficiency, with an average document completion time of 55 minutes through one-stop integration. However, the collaboration analysis reveals a power asymmetry between Disdukcapil and KUA due to differing institutional command structures between central ministries and local government. Although informal trust building has been established, the institutional design remains weak as SOPs do not yet detail conflict resolution mechanisms. Furthermore, challenges such as the digital divide for communities in remote areas and the vulnerability of innovation sustainability, which remains leader-dependent, persist. This study recommends strengthening regulations from a Regent's Decree to a Regional Regulation and aligning budgets to ensure network infrastructure stability and long-term program sustainability.</p>Siska RinaAldri FrinaldiRoberia

<p>This study examines the implementation of regional bureaucratic digitalization in Pariaman City Government amid the Industry 4.0 paradigm, where national policies such as Perpres No. 95/2018 on SPBE encounter impediments including infrastructural deficits, human resource competencies, and inter-organizational system integration. Primary objectives encompass comprehensive analysis of the implementation process, identification of facilitating and inhibiting factors, evaluation of public service quality impacts, and formulation of sustainable development strategies. Methodologically, a descriptive-analytical single-case study approach utilizes secondary data from official documents (2019-2024), thematic content analysis grounded in Janowski's transformation framework, and source triangulation for rigor. Key findings disclose the deployment of 15 core digital applications, including Pariaman Smart City, Dukcapil Online, OSS, and PRC, which elevated public satisfaction indices from 72% to 89%, reduced service processing from 7 to 3 days, yielded annual operational savings of Rp3.2 billion, and achieved 47% citizen adoption; enablers comprise transformational leadership and regulatory frameworks, whereas barriers involve IT human resource scarcity (merely 23 civil servants), digital divides, and cybersecurity vulnerabilities. Conclusions affirm substantial advancements toward smart city actualization, with implications advocating systematic human capacity building via training, public-private partnerships for infrastructure, regulatory harmonization, and collaborative innovation ecosystems to ensure enduring digital transformation.</p>Silvina Tri DewiAldri FrinaldiRoberia

<p>This study examines the existence of Generation Z and Millennial legislators in the Indonesian parliament through an axiological lens, focusing on the values, ethical orientation, and societal utility they contribute to democratic governance. The main purpose of this research is to determine whether the increasing presence of young legislators represents substantive ethical transformation in political practice or merely a symbolic generational regeneration within established power structures. Using a qualitative approach, this study applies a systematic literature review supported by thematic analysis to synthesize scholarly works, official documents, and credible media sources. The findings indicate that young legislators hold strategic potential to strengthen democratic ethics through transparency, participatory political communication, technological responsiveness, and policy initiatives that favor inclusivity and intergenerational justice. However, their contribution is constrained by hierarchical party mechanisms, elite domination, patronage culture, and pressures of symbolic politics that often reduce their role to electoral branding. This study concludes that the axiological meaning of their presence is realized only when ethical integrity, public-oriented decision-making, and value-driven legislation are consistently upheld. <p>Current modernization has led the government to use digital technology in public services in an effort to improve services in line with good governance, but the implementation of digitization still faces obstacles in the form of ICT infrastructure inequality, limited civil servant competence, low digital literacy among the public, and weak integration of systems between agencies. This study aims to analyze the effectiveness of digitization of public services in the Bali Provincial Government in supporting the implementation of good governance principles. Using a qualitative descriptive approach through a literature study, this study examines literature and previous research results related to digital bureaucratic transformation. The results of the analysis show that digitization contributes significantly to the implementation of good governance in government administration. Digital service innovations such as e-government, SIGAP, and SIADEK strengthen public oversight and simplify bureaucracy. However, the implementation of digitization still faces obstacles in the form of infrastructure limitations, low public literacy, civil servant competence, and a lack of inter-agency system integration. Supporting factors such as local government commitment, national policy synergy, and active community participation are important in creating a digital government ecosystem that is in line with good governance.</p>Mipta Riska Agupta

<p>Plastic waste is one of the most pressing environmental issues in Indonesia, characterized by increasing plastic production and low national recycling rates. This condition causes significant ecological pressure and has prompted the government to formulate various waste management policies. This article aims to assess the effectiveness of these policies through a literature review using a policy implementation analysis framework based on van Meter and van Horn's Implementation Theory and the principles of Extended Producer Responsibility (EPR). This study analyzes the published regulatory framework, including Presidential Regulation No. 97/2017 on the National Policy and Strategy for Waste Management (Jakstranas) and Minister of Environment and Forestry Regulation No. P.75/2019 on the Roadmap for Waste Reduction by Producers. Systematic studies that integrate regulatory analysis, implementation, and multi-level governance barriers in plastic waste management in Indonesia remain limited, thus this research seeks to fill that gap. A literature review method was employed to identify the extent to which plastic waste management mechanisms are operating according to targets and how these policies are being implemented at various levels of government. The study findings indicate that the implementation of plastic waste management policies still faces a number of structural challenges, including weak law enforcement, low levels of producer compliance and participation, and limited recycling infrastructure. These obstacles have prevented national waste reduction targets from being optimally achieved. Based on these findings, this article recommends three main strategies: (1) harmonization of EPR regulations at central and regional levels accompanied by strengthening of administrative and criminal sanctions, (2) establishment of an independent supervisory body to monitor producer compliance, and (3) increased investment in technology-based recycling infrastructure and structured public education. <p>The implementation of good governance principles at the local government level still faces significant challenges, with 40% of local governments in Indonesia experiencing errors in applying state administrative law related to public management. This study identifies a critical research gap: although various regional innovation programs have been developed, there has been no comprehensive academic study that specifically analyzes the integration of state administrative law principles—particularly the principles of legality, transparency, accountability, and participation—in multi-pillar innovative programs at the district level. The Kampar Hebat (Great Kampar) Program (September 2025) with its three pillars (tourism digitization, cross-sector collaboration, and retribution innovation) is a relevant case study to fill this gap. This research uses mixed methods that combine a normative legal approach and qualitative empirical analysis through content analysis of regulations, in-depth interviews, structured observation, and data triangulation. The results of the study show that the Kampar Hebat Program has a strong legal foundation but faces several significant implementation obstacles: (1) a digital divide that threatens the accessibility of information for local MSMEs, (2) suboptimal cross-sector coordination at the operational level, (3) community participation that is still formal in nature, and (4) limitations in data-based evaluation mechanisms. Nevertheless, this program shows the potential for bureaucratic reform through an integrated approach. The study recommends strengthening the capacity of the apparatus, developing a comprehensive monitoring and evaluation system, and more authentic participation mechanisms to ensure the sustainability and effectiveness of implementation.</p>Sintya MeryAldri FrinaldiRoberia

<p>Flooding has become a persistent environmental problem in many Indonesian cities due to rapid urbanization, land-use change, and weaknesses in urban governance. In Pekanbaru City, flood incidents continue to increase despite the implementation of various mitigation policies, indicating challenges in policy effectiveness and urban environmental management. This study examines the effectiveness of the Pekanbaru City Government’s flood mitigation policy and its implications for urban environmental management. This study employs a qualitative policy analysis with a single-case study design, using secondary data from official documents of the Regional Disaster Management Agency (BPBD), the Environmental Agency (DLHK), the Central Bureau of Statistics (BPS), and regional planning documents. Data were analyzed thematically by integrating Edwards III’s policy implementation model, principles of Good Governance (UNDP), and the urban environmental management framework proposed by McGranahan and Satterthwaite. The findings indicate that flood mitigation policy implementation in Pekanbaru remains suboptimal due to weak inter-agency coordination, limited institutional resources, and low community participation. These governance constraints reinforce the dominance of infrastructure-based interventions (brown agenda), while ecosystem-based and environmental conservation approaches (green agenda) remain marginal. This suggests that flood management challenges in Pekanbaru are primarily rooted in policy implementation and governance issues rather than purely technical factors. This study contributes by integratively linking policy implementation, governance quality, and urban environmental management and recommends strengthening institutional coordination, enhancing participatory governance, and mainstreaming ecosystem-based approaches to improve the sustainability of flood mitigation policies in Pekanbaru City.</p>Aisyah NoviyantiYani Rahayu SafitriZurkarnaini

<p>In recent years, the increasing complexity of public problems has encouraged governments to adopt data-driven approaches to improve the effectiveness of public policy implementation. The growing availability of administrative data, survey data, and big data has strengthened the paradigm of Evidence-Based Policy Making and Data-Driven Governance. However, existing studies tend to emphasize the normative benefits of data use, while comprehensive analyses that integrate institutional capacity, data governance, ethical issues, and political dynamics remain limited. This gap indicates the need for a systematic synthesis of the literature. This article aims to examine the role of data in enhancing the effectiveness of public policy implementation and to identify key supporting and inhibiting factors based on recent academic literature. The study employs a systematic literature review approach, adapted from the PRISMA-ScR framework, to ensure transparency and rigor in the review process. Literature was collected from Google Scholar, SAGE Journals, SpringerLink, and ScienceDirect, covering publications from 2019 to 2025. Approximately 25–30 relevant studies were selected and analyzed using thematic analysis. The findings indicate that high-quality and integrated data can improve policy targeting, monitoring, evaluation, transparency, and accountability. However, the effectiveness of data-driven policies is constrained by poor data quality, limited analytical capacity, weak institutional coordination, and ethical and political challenges, particularly in developing countries such as Indonesia.
