Abstract

The leadership of the Head of the Transportation Agency is a key factor in encouraging improved employee performance. This is very influential on efforts to support the quality of public services at the Karimun Regency Transportation Office. However, to achieve service optimization, continuous efforts are needed, including increasing the capacity of human resources, utilizing information technology, and effective coordination with related agencies and the community. This study aims to describe the leadership role of the Head of the Karimun Regency Transportation Office in improving employee performance to support the quality of public services at the Karimun Regency Transportation Office. This research method uses a descriptive qualitative approach with research subjects including the Head of the Transportation Agency, related officials, employees, and service user communities. Data were collected through in-depth interviews, participatory observation, and documentation studies. The results showed that the application of transformational leadership by the Head of the Transportation Agency has a positive influence in encouraging employee enthusiasm and work coordination. Based on leadership indicators, inspiration provided through the delivery of vision has created a productive work environment, although emotional relationships with employees still face obstacles. Motivation through appreciation and rewards has proven to improve morale, despite budget constraints and resistance to change. Meanwhile, the ability to mobilize teams through participatory approaches also has a positive impact on teamwork and employee morale. However, constraints such as limited human resources, internal conflict, resistance to change, and ineffective communication affect efforts to improve the quality of public services.
