Abstract

Health services are a fundamental aspect in ensuring public welfare because there are still many regions that face obstacles in providing them, including Lahat Regency, which experiences problems with accessibility, availability of facilities, and quality of services at a number of Community Health Centers or Puskesmas. These conditions show that the fulfillment of public needs by the health service system is not yet fully in line with national standards and the principles of health services designed to run effectively and sustainably. This study was conducted to provide an explanation of the health care system in Lahat Regency through an analysis of service delivery indicators based on the WHO Health System Theory, with an emphasis on the aspects of service availability, accessibility, quality, and continuity of service. A descriptive qualitative approach was used as the research method through data collection conducted by in-depth interviews supported by field observations and documentation studies so that information was obtained from Health Office employees and the community as health service users. The results of the study show that various improvement efforts have been carried out through the improvement of Puskesmas facilities and the strengthening of health programs, but the alignment between theoretical concepts and their application in the field has not been fully achieved, especially in terms of the equitable distribution of health workers, the consistency of service quality, the responsiveness of officers, and the affordability of services for communities in remote areas. These findings clarify that the health service system in Lahat District still requires policy strengthening, improved coordination between service units, and more equitable provision of health resources to achieve service effectiveness in accordance with the WHO framework.
